Currently $19.99 USD on Steam. Was $16.99 USD over the weekend but I missed it =(

Not sure who the reputable key sellers are these days, appreciate any halp.

IsThereAnyDeal covers most of the reputable retailers - but nothing cheaper than $20USD at the moment. Make sure you stay away from G2A (they are infamous for selling keys bought with stolen credit cards). If you want to play it right now, $3USD is really not something worth losing sleep over. The game is great - enjoy it!

  Yeah I was looking to get it ASAP to play with friends. Ended up buying from G2A seller 32,000 sales. Bought without insurance and no problems in the 2 weeks I've been playing. $20 AUD, so very happy with that
  
  Besides, if anything went wrong, my bank covers fraudulent transactions anyway =)

    The only issue with that is that you're supporting G2A's horrendous business practices. Game developers have come out and said they would actually prefer gamers pirated their games than bought from G2A.
