Progressive and Coles were cheapest by a mile for me. Both had large excesses but I only plan to claim for a very large incident / write off / theft if it happens so the larger excess suits me as long as it lowers the premium.
Both Coles and Progressive get pretty okay ratings from customers (by insurance company standards) so that's a plus too.

I recently compared progressive direct(current insurer) with Coles. Coles came out a lot cheaper. Progressive used to offer a price beat for insurance, but I'm unsure if they still do.
Racq uses to do price beats as well.
