I don't know about unlocked, but the Nokia 2730 is $99 prepaid from Optus, Vodafone and Three. I know for a fact that the Optus Nokia E63 handset for $179 is unlocked, as my friend recently bought one and I tested it with my Vodafone SIM. Both are 3G handsets.
