Are you saying they get buidling design documents from council and then compare faults againt these documents?
Most professionals of this type all charge in the region of $250 per hour. So if you include the office work and travel time…
yes thats normal, its a small scope of work, they're fees have to be higher for cash. Bigger the scope the lower average cost of work.

Quite normal. The physical inspection may only take 45 minutes, but the cost is in the background searches and in drafting up the report.
$500 doesn't sound like a bad deal to me.
