If you own both ecosystems and make any purchases that are cross-platform. Check the prices as for me Google Play has come out cheaper.
I bought the exact same iap on both platforms and it cost $6.49 on Google Play, and $7.99 with itunes.
That's a 23% increase! It does vary as other iap were around 10-15% more so it's worthwhile to check before you buy.
True and true, and I have bought 20% off itunes, but depending what ecosystems you own, what app you buy, you aren't really saving 20%.

Depends on the game. If you do play on both, it can be better to buy iap through Google Play than iOS.
The most likely reason is that the hardware of IOS devices are much better and mainstream Android devices.

I have heard that IAP on iOS can be more expensive since Apple's cut on those are higher and developers can choose to shift that to consumers.
Youtube Red is one example of that, don't buy it on iPhone, buy it from your PC if you want those.
I heard Spotify is more expensive on iOS as well.
Though it really depends, I am sure that Netflix had same pricing on iOS.

Usually you are able to get a 20% discount on itunes cards. Rarely you get a 30-50% discount. The discounts on playstore card are very rare.
