Importing battery packs/banks from overseas

Hi there. Does anyone know the rules & regulations regarding the importation of batteries?
I've purchased battery banks from overseas, previously, without issue. However today I received an email from GeekBuying notifying me a battery bank I purchased was turned around at customs and sent back to them.

Was I just lucky with the previous purchases not being checked at customs? Could it have been inadequate packaging?

    I know there was some ban on Lithium Ion batteries for cargo 2 months ago or so, but not 100% on the in and outs as I don't import them.
    I also know Aust Post (recieves most international post) are very funny about their handling requirments (i.e. no aircraft, must be declared etc).

    Maybe try find something on CASA
