Who should we complaint this to? ACCC or eBay?
How is this different to what Kogan did last year?

It's not any different. People will whinge and complain but how many actually bother to report it? None.
Looks like I am wrong. Although these were specific advertised sale items, there is nothing to stop an ebay store from altering the prices as they see fit.
Technically they lowered the price during the eBay 20% off sale and then put it back to its starting price.

This is common practice, they set their own prices, it is not right but nothing you can do.
