Looking to upgrade to an iPhone 7 but don't want to have to buy the phone outright with a prepaid sim. Don't need much data cause I use wifi everywhere. Any suggestions on a cheap plan?

If you dont need much data you're better off buying an iPhone outright from the apple store or if you prefer HK stock, Kogan/Dick Smith sell them for roughly $100 cheaper. Then after you get one outright you can find cheap postpaid plans like OVO.
