The survey includes some questions about these roads:

EastLink is the tollway in Melbourne's east from Mitcham to Frankston.
CityLink is the tollway in inner Melbourne.
Monash Fwy is the freeway connecting EastLink and CityLink.
Eastern Fwy is the freeway connecting EastLink and Hoddle Street/Alexandra Parade.

The survey doesn't seem to be restricted to VIC residents only, so I assume that people who live interstate but have previously used the Eastlink tollway while travelling in Melbourne can enter.

PRIZE DRAW TERMS AND CONDITION
Competition entry is by completing EastLink's online customer survey.
There is one prize comprising $1000 cash.
Respondents to the EastLink Survey 2017 are eligible to enter the competition.
Employees of ConnectEast are not eligible to enter the competition.
Entries must be submitted by 31 March 2017.
Only one competition entry per person.
Random prize draw will be held at the EastLink Operations Centre, Ringwood on Friday 7 April 2017.
Winner will be notified by email or phone and announced on EastLink.com.au.
