What does "as new" really mean?
Are those products that were returned unopened buy customers?
The definition can vary, I've heard some are orders that get cancelled before being filled (so basically brand new), others are returns.
I've bought a number of DFO Dell products and they've always been practically as good as new.
I've only bought 1 laptop from the DFO, but it was sold as a refurb but looked completely brand new when I received it.
I've heard others say the same thing too but it's not guaranteed

XPS 13 or 15 have hugely different CPU's and graphics cards. XPS 15 might be overkill for a lot of people.
Also i7 in xps 13 is very different to i7 in xps 15… One is a "HQ" processor, and the other is a "U" series. Have a google and see which one you need more. It's choosing between Battery vs performance.
