I'm planning on purchasing the S8 and I want a goodd quality powerbank. I've heard anker is the bes. What Anker pwoerbank would be most suitable?
I understand the S8 uses Quick Charge 4.0 and was told that usb c to usb c out is better,a s opposed to usb a to usb c output
Would this powerbank be suitable (only quick charge 3)

A few things…
-Galaxy S8 doesn't officially support quick charge anything however it is compatible with quick charge 2.0
-USB C-C is only better if the device supports USB-PD, which the S8 does not
-Quickcharge is backwards compatible (3.0 charger will work with 2.0 devices)
I think the best (most compatible?) power bank for the S8 is the Xiaomi Power Bank Pro at the moment. You will only need the 1 USB A-C cable to charge either the phone or the power bank. The charger that comes with the S8 is regular USB A as well, so one cable for everything. The downside to that anker is that it charges with microUSB so you would need to take 2 cables with you all the time.
There will probably be a rush of new powerbanks once the S8 is released as more manufacturers try to get out new powerbanks that are compatible. I would wait until the dust settles and there are more reviews/tests/roundups for powerbanks with the S8.
