In fact, I can't think of a country in, at least western/central, Europe that has a different band. I've never been anywhere in Europe that my dual band phone didn't work and that's from Spain through to Russia. If you plan on traveling, I know O2 has really cheap pre-paid roaming within Europe as probably do Vodafone.
ebay or check out target/kmart. they usually will stock phones which are unlocked. depending on which country you are going to though.. you might get caught out with a phone that doesn't support the band… (eg. cdma only)
