LINE app, similar to Skype but easy to use or vodafone 40 redsim byo plans 300min is not too bad.
Optus - the BYO SIMS have a few good options.
High enough and they allocate free minutes to selected countries.
Again, depends on the countries you plan on calling.

I signed up years ago and just checked it. I actually pay $16.99 a month for my mobile phone. My accountant didn't believe me.
Changing your search engine to Bing and collecting Microsoft Rewards should be sufficient for plenty of international Skype calls.
