Just looking for suggestions for a Powerbank that could charge a Chromebook (HP Chromebook 13 G1) and iPhone SE at the same time.
Ideally, the more compact the better (I travel a fair bit for work) and able to charge both devices simultaneously (theoretically) from 0 - 50%.
Not looking to get a full charge from 0 but enough so that I can keep working for a couple of hours without having to rush to mains power when I'm traveling.

I think what you'd need is the Tronsmart Presto 10400mAH which has USB C (this is the charging point for the Powerbank as well as a discharging point to power a USB C device) and a USB A port.
If you got a couple of spare laptop laptop batteries hanging around then buy a DIY powerbank battery box. I have been using a DIY 5 x18650 power bank for the last 2 months. Its been great. It cost <$5 delivered from aliexpress. Yesterday I made another 5x18650 DIY as well as an 8x18650 DIY. The 8 battery cost $6 and has dual outputs.

Xiaomi 20000mah powerbank is an example. It's probably one of the most affordable ones around. They are around $40~45 dollars via eBay, perhaps use your voucher code if you have one.
Type-C USB cable not included.
