Fly Sydney-Melbourne, Airport Bus to Southern Cross, then catch the vline train from Melbourne to Warrnambool, then the Mt Gambier bus to Portland. Expect it to be a zoo of a train ride and expect it to run late, so I wouldnt bank on a tight connection from train to bus.
Why picking up a car in Portland? Seems a painful way to buy a 2nd hand car…

Can he do it next weekend? You can probably get a cheaper flight that way.
Also, maybe do NOT fly to Melbourne. Instead fly direct from Sydney to Avalon early Sunday morning for $79. Avalon is near Geelong and so is closer to Portland (about 299 km versus 360 km), but only Jetstar will fly there. Then take one-way hire car or bus out to Portland?
Or can the seller meet him in Geelong or Melbourne for some extra $$$?

Put him on a plane and tell him to buy a push bike when he arrives. Then again, might be cheaper to get him to pay extra to take his bike with him.
