Looks like I didn't answer your question…well, I had the same situation. I think you can actually remove the card and add it back, not sure if that will be considered as adding an eligible card though.
I found that clause to be very confusing.
Well. Guess the only way to find out is to try.
I removed a card and re-added. Bought a coffee using Android pay and didn't get any envelope.
ok. added a new card. made a purchase on that card & no envelope. deleting the cards and the app. I found Samsung Pay to be infinitely better including better security (option to require a PIN to be entered before each tap) and can be accessed without unlocking the phone
HHmm. I have a Nexus 6P and I don't have to unlock the phone? It's one of the options in the settings IIRC.
I used to use the ANZ cards app for payments but switched to AP as it actually worked better AND I can store my loyalty cards in the app, AND it reminds me to actually use them!
I set up my card today (have never used android pay before) and I made a purchase at 7 eleven using it and it worked yet I still haven't received my envelope… is is supposed to come instantly?

It didn't work for me either and I realized it was because I was using an old version. Even after I updated and made a payment I wasn't getting it. I tried using a different gmail account and it worked though.
Did you delete your card and re add it with the new gmail account?
How do you manage to unlink the email address?
I didn't, I used a different gmail account (different email address) which had never used android pay before. I didn't delete the card on my previous account, I was able to get it working with the same card.

@tinx: The card showed up on the new account. Pretty sure it'll only work if you've never used android pay on that device though, the check appears to be tied to the device not the gmail account.
@destroyerx: yeah. It seems that way for some phones. That card doesn't show on my phone (s8) but my friend who used nexus said he can get the offer with multiple gmail account.

You will get an email for each win and anything won will be saved in the Android Pay app. Check the Tap. Pay. Win. tile in the Android Pay app as it should indicate if you still have any unopened envelopes.

Try to get the card-only "no cash out" machines. Sometimes people want to use cash and they only have a few machines, so you get punched for hogging one of them.
Also, there's a mute button on the self-checkout machine, so you don't draw as much unwanted attention.
The self checkout attendant had a chuckle with me when I won a Coles gift card by shopping at Woolworths.
