  probably the cheapest way to get some is from old laptop battey packs or battery packs from power tools. How good they are is dependent on lots of variables.
  
  next cheapest would probably be buying a power bank that's on discount and dismantling it to get at the cells. Preferably from a manufacturer that isn't stuffing them with crap cells.
  
  there is a big difference in quality between manufacturers with lots of fake stuff going around. I wouldn't even consider buying individual cells one ebay unless I knew the vendor was legit, personally.
