Australian PlayStation store has Dark Souls 3 for $24.95 as part of their 'Deal of the Week'.

Also on discount is the Deluxe Edition for $39.95 which includes all the DLC or the season pass for $17.95.

I believe the standard edition price is the cheapest Australian copy so far.

Really want Dark Souls 3 after finishing Bloodborne.

But dunno if I want it on PC or PS4

  It doesn't run well on PS4. 30fps with frequent dips and frame pacing problems, just like Bloodborne. PC on the other hand is 60fps provided you have a mid tier PC from around 2013 onward. If you didn't mind Bloodborne though, that's more or less how Dark Souls 3 runs on PS4. Community for PVP and coop is better on PS4.
