Yeap. It's written there in the steam store third party DRM Uplay required. All the new Uplay games in steam need Uplay installed
Uplay keys only. As mentioned by Letrico, Uplay is needed anyway if you get it on Steam.

I've bought a few.
Buy code and redeem in steam, it auto installs. Placed a shortcut on desktop as well as you can open from steam. No other steps as far as I can tell.
So uplay is needed.
