  Odd question. Is it a laptop bag or just a sleeve?

  To my eyes there’s no place to hook a shoulder strap. And the description doesn’t mention it.

    Yes you are right, it looks more like a sleeve than a case. I don't think there's a carry strap but u can confirm by going instore at Cotton On or Typo.
