I have an iPhone… it was paid up front. I now pay my sim only bill using my Amex, which has smartphone screen Insurance. Would this cover my smartphone screen repair?

Terms are not entirely clear IMO, but I think they are trying to say your phone is covered if you either purchased it outright with your relevant Amex, or if you 'purchased' it on a plan and are currently paying that plan off with your relevant Amex.
So I don't think you are covered.
Apparently the Amex NZ terms and conditions include Sim only plans… the insurer is also Chubb. Anyone has any luck?

They don't cover it.
The monthly plan needs to have phone repayments elements and you need to provide the contract with the carrier with the serial number of the phone on it.
Or you need to provide the receipt of the original purchase where you purchased it and the Amex statement with it on there. Again with the serial number on there.
I've never been made to jump through more hoops for a $110 payout.

probably not via paypal. as it needs to be paid by explorer card outright or be on contract with handset payments included to qualify. does anyone know for how long you are covered after a outright purschase or your contract with handset payments ends?
was the phone bought on amex? plan doesn't matter
