Why do we need to install it if they are giving it away free? I'm happy to sign up for an account but it can be a pain having to download/install stuff in a limited time to claim it.

Once you have actuvated the game after 5 minutes play time, it gives you the option to purchase a Steam key. The cost is US$5.00 (not sure if that includes DLC). It is currenty US$19.99 on Steam. It's currently US$4.98 at https://www.wingamestore.com/product/1905/Cities-in-Motion/
