I am looking at buying a decent dual sim LTE mobile. Not fussed too much about screen size, would prefer good battery life and uncluttered OS.
What are some of the popular options and best place to get them?

I'm watching out for a Sharp Aquos S2. You might want to confirm it's dual SIM LTE though, I could be wrong. You may need to be capable of rooting and flashing if you want Google Play spying on you.

I'm going to China in 2 days chasing up some leads to see if I can find one that is the trifecta
Haven't been keeping up with mobile phone trends lately, but I am quite happy with my Moto G4 Plus with dual sim 4G/3G.
Recent updates have made it a little sluggish, and the phone lacks an internal compass, but apart from that it works pretty well still.
