The entry fee is used to organise the event. Every participant is then encouraged to fund raise, and all of the fundraising money collected goes to support people with MS. It's a good strategy because without the event you wouldn't get 10,000 people raising funds for this cause.

So by offering a discount they're encouraging more people to register early. The money "lost" with the 40% discount is built into the event organising cost. If you're keen you could put the 40% savings into your own or a friend's fundraising :-)
Exactly the point - most people can ride on the road for free … so the benefit really is the 'feel good'
And the $3m they raise to support people with MS.

It's a referral program to harvest email addresses.
If OP gets 7 ppl to sign up he gets free entry, and MS gets 7 addresses to send people ride event info.
When they do the 40% off day, those who signed up will be notified.
Remember its 40% off full entry price, which usually only applies in the last 12 weeks before the event. They always have this price discounted for early registrations regardless of this.
40% off the Sydney to Wollongong trip means your ride ends somewhere near Helensburgh. Certainly a lot nicer than Wollongong itself.
