Doesn't sound very good. Seems like something someone with an easy to use "make your own techno music!" program used and knocked out in a matter of minutes.
You really want to chase up the artist for some reason? Anyway those are my honest thoughts. Above comments are probably right that it's an unofficial mash up of sorts, no real single artist.
