Not if the agent is placing the order for you and you give them your credit card over the phone. You'll need to click through cashrewards to purchase on the Dell website if you want the cashback.
I assume whenever you receive this style of discount it is all done over the phone or via email to secure the purchase? They have sent through a quote and it mentions replying confirmation to go ahead. I'd be surprised if they then provided you with a link or personalised code to use which still honours their commision?
