Those two Battlefield DLCs are currently free. Not sure how long they will be free.
As it is a DLC you obviously need to have Battlefield 1/Battlefield 4 in order to use it.
However, if previous DLC freebies are to go by, it might be possible to add the DLC to your Origin account even if you do not have the base game, just in case you buy it later (and then you can use it).

About the DLC: Battlefield 1:

Storm the beaches of Gallipoli with the Allied forces or defend the Ottoman Empire’s fortifications at Cape Helles. Continue the battle at the Achi Baba hilltop in an intense infantry-focused push. Engage in epic naval clashes between the British Empire Royal Marines and German Navy in Heligoland Bight. Take part in the daring British raid at Zeebrugge with rough waves and a vast German mole.

Battlefield 1 Turning Tides extends your arsenal by introducing the new L-Class Destroyer (ready to rule the waves in naval combat) and the new C-Class Airship (to deliver death from above).

      You need Battlefield™ 1 to play Battlefield™ 1 Turning Tides.

      You can still buy Battlefield™ 1 Turning Tides - but you won't be able to play it or see it in your library until you get Battlefield™ 1.

  • Think they should make all of the Battlefield 1 DLCs free now. Would be a good time to get people except for Battlefield V

    • That's pretty much what they're doing for that very reason. This is the third one now. They did the same thing with bf4 prior to the launch of bf1.

      • sorry mate I tried to edit but you ahd already replied, someone else last night posted that second assault was free but I tried redeeming from my origin last night and it kept coming up 29.99 to buy.

          Can confirm now its also free on origin finally, yesterday it was Free on Microsoft store which was a little confusing.
          All I'm missing now is the naval strike DLC :D
          This game is still alive by the way and totally worth it , I wish instead of making World War versions of it they had made a remastered version of battlefield 4
