Their i7 8700, GTX 1070/1080 desktops are selling at around $1300, which is really cheap for such specs.
I have tried to bid a few times, never won tho, they have good reviews, so I guess they are not scammers. I still do not understand how they pull off such a low price, definitely not making profit if not losing money. Is there a vendor bid or something on eBay that makes seller bid and not sell the item if it doesn't reach optimal price?

this one for example, a i7 8700, gtx 1070, they rarely go above 1300, usually 1250, even as low as 1175.

It looks like they are either reselling (unlikely) or ripping off this Origin PC. Configuring it to the same specs on Origin's website makes the whole system cost more than $2000.
As mentioned already without more detailed specs (on PSU, SSD etc.) I wouldn't risk it.
Back in the day they had 99c auctions that would still finish in the 1000s, a good product can be set at $1 start point if you have a decent following, that PC will finish at a normalish price.
