Go out and get yourself a decent 'honing steel' for about $25-30 as well. These will be pretty woeful but for the price… you could not ask for a better practice set! Get into it, get into cooking and you and your wallet will thank yourself! Definitely a plus from me! I've seen PLENTY worse for alot more! A great deal!

    I guess I should elaborate

The honing steel will last for this set and well into the next couple of sets you buy (if not longer)! The honing steel is a metal rod that you use to 're-align' blades on a knife. Knives generally do not get dull, the blades actually bend ever so slightly. Once you learn how to use a honing steel properly (this only comes with practice) you will be able to re-align blades and get a great cut again. You don't want to ever learn how to do this on a $300+ knife set! Not to mention that if you learn on a rubbish set, you will be doing it enough that when you are ready to upgrade, you'll be a pro at it!

Honing makes a knife cut alot better, sharpening is generally not what you want

Regular honing is important but even then knives will dull over time and need some metal removed to create a new sharp edge. Depending on how frequently they're used, what they're cutting and how sharp you like your knives this could be anything from monthly to once every 6-12 months.

Constantly realigning the edge will fatigue the metal which inevitably dulls the knife. The only way to get the edge back is by sharpening (removing metal).

Good image here showing what happens over time

Honing only recommended for low/medium hardness steels and not for high HRC Jap knives - they want sharpening.
