Yes if it's good. Sometimes I'll spoon out all the milk foam or just use my tongue if no one is around and no spoon handy :)
You could just ask them to put lots of choc on top, so you don't have to lick anything to consume your desired quantity of cocoa.
I usually eat top off any cappuccino type drink with spoon.
At end of day, drink or eat your food and beverages however you please. Its nobody else' business and has no impact of them or their existence. Lick away or dont lick away depending on your preference. Dont worry about what random people think. If your 'friends' think less of you for it, then get better/genuine friends :)
