Being an ex-pat I was used to buying jeans and pants with choices in leg length. Being a short stocky gent, I find the standard 32" leg length too long and do not like the idea of getting a $30 pair of jeans tailored.
Does anyone know anywhere online or in-store that can cater to my needs?
P.S. My waist size is 36-38" depending on brand so no need to recommend big and tall or anywhere like that :)
Why don't you go to UNIQLO. They will fix it for free ( for over $40 Jeans or Pants.).

Have you tried taking them up yourself? If you can't sew get some iron on hemming tape, costs like $4 a roll.

ASOS.com - They stock a lot of brands and many come in multiple lengths and sizes. However the sizes can differ a lot in fit, so you sometimes have to order a few and be prepared to return some. I think it's free returns, might be a minimum for free delivery?

I've heard good things about DeJour jeans in Fitzroy. Made to measure for around $50 - $60 a pair. My nephews got some a couple of years ago and love them.
