Best 43" FHD (Not UHD) TV for No More than $750?

I'm looking to buy a TV for my dad. Most of the content he watches is not even FHD let alone UHD so I'd prefer to avoid a UHD TV and possible scaling issues. The TV should be about 43" and I'm hoping it'll have a reasonably responsive UI and EPG (my current Samsung TV is a nightmare and I wouldn't want to inflict that on him).

I can only spend up to $750.

I stumbled on the TV at Myer below when Googling and it seemed a little too good to be true. Thoughts?

How much difference is there between brands as far as video upscaling goes?

    not 43 inch but close. and a lot less then budget.

    The story goes that 4k panels were becoming so ubiquitous that FHD panels were being substituted out on some TVs, and the manufacturers were forcing downscaling to meet demand on FHD TVs. Bizarre that higher-resolution panels were cheaper to buy than FHD ones!

    When I read into it a little, 4k upscaling is often very bad on lower end 4k Tv's.
    So a 4k 43inch tv for $750 probably has bad upscaling.
