Looking to buy a cheap under $100 Evaporative cooler, looking at these 2 options, which is better? or what is better out there now?

Just so you know, evaporative coolers work best where the air is dry, more humid areas like close to the coast they are less effective.
A friend of mine in Canberra uses one at his place and he says it works fantastically, since it is so dry out there in summer.
Oh ok, i am in NSW, marrickville, on hot days it gets really hot and i think dry? What is meaning of dry? Like no guts of wind? Because when i open the window there is always a breeth.

What is meaning of dry?
Low humidity. Go to BoM website and check actual observations for your area and humidity will be listed. In areas of high humidity evaporative cooling becomes less effective and you need refrigerated air conditioning for relief.
Looks like my humdity 50-60%.
@HunterxHunter9000: To me, that would suggest an evap' cooler might be disappointing for you.
Though I say that as one who is much more a 'dry air' appreciator.
This is a very subjective matter and differs greatly from person to person.
@[Deactivated]: Ok, thank you, probably going to get A fan instead for now and wait to boxing day to see if there is any steal cheap deals for it so if it disappoints me then it wont be a big hit on the wullet.
We had a Kmart cooler - total rubbish and waste of money it ended up in the hard rubbish. Look for a cheap secondhand portable air-conditioner on Ebay or Gumtree.
Can you say why it sucked?
A wet towel in front of a pedestal fan. Cheaper, quiter, similar effect.
