I'm pretty sure a Buck Converter is a voltage step up. Otherwise it's just a plain old power supply.

  Boost is step-up.
  Buck is step-down.
  Buck-boost can step up or down, or have the same input and output voltages. There are a number of topologies that can do buck-boost.
