It's essentially a hard drive that's connected directly to your network as opposed to being connected to a computer, because in the latter case the computer needs to be powered on in order to access the files on the hard drive.
It means that the files on the hard drive are available to all devices connected to your network all the time, without you needing to leave a computer turned on somewhere.
A common use is to store media (music, photos, videos) so you can access them from any of your devices at home.
