I basically want a cheaper kind of PC, just to run games such as CSGO and League of Legends, PUB G at roughly 120+ Frames with decent quality. Is it worth me buying a PC Cheap or should i just save up for something a lot better or wait for a nice deal to come.

Both will run PUBG at 120fps on competitive/low settings, assuming your CPU and ram aren't bottlenecking your performance.

You should probably wait for the RTX 2060, it will be the best bang for buck from nVidia for a while.
Its also worth noting the next nVidia driver (Jan 15th) will support freesync monitors, so that makes choosing a monitor even easier.
Assuming you can't wait for new cards/announcements, thinking in terms of an entertainment investment for a few years:
AMD:
- The RX580 is probably better due to AMD's poor drivers (takes years for the card to reach it's full potential).
- The extra RAM could be useful in a few years for higher resolutions.
- Freesync
Nvidia:
- Much better OpenGL support if you ever get into things which demand it like console emulation (Cemu or Yuzu)
- I haven't looked into it at all, but look into what ry34 said about nVidia supporting freesync.

Nothing major to report from the AMD keynote, at least not in this price range.
Sorry what do you need to know? Are you asking about a cheap PC, or which GPU to buy? The RX 580 and GTX 1060 are roughly the same price.
They perform very similar so perhaps check if your games support Cuda (= Nvidia technology). The RX 580 uses more power too.
