did you use paypal buy something on ebay that shipped from overseas? then this could be the GST that is separately charged. gst on low valued imports started last june. would be nice if you gave us the transaction description too.

If it's a bill it could be the biller fees.
When I was looking the other day certain sellers (I think Jetstar, because of course they are) are charging fees for using PayPal, I assume it's the seller adding the fee rather than PayPal.
Not charged on my Visa either. I suspect it may be an international currency charge.
I have never been charged a fee for a credit or debit card payment on Paypal. What were you paying for?
