Given the only one entry part of it, it is a bit of a moot point. But the rules in SA for competitions do not allow for the limiting of wins, where other states do.
So if more than one entry was allowed per person, they could limit someone from VIC, as an example, as only winning once, even if they were the first name drawn for all 5 prizes. They would just do redraws. If someone from SA was magically picked first for all 5 prizes in the same scenario, they would have to give them all 5 prizes.
So in the quote above, they aren't excluding SA residents from winning, they are excluding them from the "maximum of 1 prize" proviso.
