  most of these are fake. i bought a few with the same design, they where not QC 3 and get hot. stick to the name brand Chinese ones.

      You seriously cannot go past the Xiaomi ZMI charger, insanely good quality and quick charge 3.0. Worth the $19, but can be found on another deal through amazon for $16 at the moment.

    I've bought qc2 and qc3 chargers for around $4 delivered in the past from Gearbest, and they were genuine.

    So $3 is not impossible. But if you don't trust aliexpress,
