Nostalgia - Win NT Strategy Game?

Hi guys,

I am struggling to recall the name of the game which came with either windows nt or 98/me.

The concept was that you start with one planet and move to other planets to put your people there and they start inhabiting that plane, growing population, getting powerful.

You drill resources from uninhabited planets and go to your planets or friendly planets to sell it.

You can buy bombs i.e. plague bomb, neutron bomb to attack enemy planets and once that is uninhabited you capture that.

Does that remind you of some game you might have played?
Today's strategy games like auralux etc are basically a stripped down version of that concept.

      The Federal Government has become so tired of NT's mismanagement and budgetary woes, they're holding a strategy video game contest with the winner to be given all of the Northern Territory as a private fiefdom.
