Is anyone also having issue with not able to find any redemption flight on business class from Japan (both Tokyo and Osaka) to Sydney for 2019? I was able to see ANA and Asiana business flights just a few weeks ago but now I can't see any of them. This also includes Thai and Singapore airline flights. UA website simply does not show anything on these airlines.

Looks like a temporary issue that still hasn't been fixed.
In terms of ANA/Asiana, ANA business class from Japan to SYD is pretty hard to find, so it may just be all award tickets have now been booked since you last searched.
Asiana/Thai are usually the best for business award availability.
I search Asiana and could not find any direct flight from ICN to Syd in business class for the whole year.
The issue is definitely on UA side and people say they can't pay the partner airline the costs on redemption therefore they put a stop on these reward seats.
Asiana is still showing and ANA when part of connecting, not sure if standalone however when you search for reward bookings you get this message;
Award travel on Singapore Airlines, TAP Air Portugal and THAI is temporarily unavailable.
