It has been riveted in, you will need to drill the rivets out
Use a drill bit about 3/4 the diameter of the rivet head and carefully drill till ut comes free (only a couple of mm)

Depends on how much time you have til the fuzz gets there.

Can you take a better photo?

Also before we give you advise to do something illegal, what are you trying to do ?

Are you in a rental or have you bought the house ?

I think OP is taking a brisk walk right now.

  • Just drill it out. It's not too hard.

It's not actually a lock. It's a window safety device that prevents you from actually opening the windows the whole way. So while IANAL, it appears on first inspection to not actually be illegal, more of non-code compliant.

I hate these things too. But while I recognise the use case for them, I don't think having them a permanent fixture is reasonable. Certain windows require permanent ones while others can be removable.

And forgive me my extended rant, but lastly this revised code goes against earlier code requiring set dimensions for windows in dwellings and goes so far as to claim that it doesn't counteract the code because the windows are still there (just not addressing the fact that because they can't be opened, they become effectively only 30% or less of the mandated window size!)
