Adobe Creative Cloud Photography Plan - Where's The Cheapest?

I remember that Turkey used to be the cheapest place to get an Adobe plan but that seems no longer the case.
Is there a spreadsheet that lists the current price for Adobe subscriptions? I could have sworn someone on here maintained a Google sheet for this but I can't find it…

    Sorry about the length of this post, but I had a really bad experience with Adobe and I don’t want anyone else to come a cropper with them. I’ve gone off Adobe products, no longer use them.
    I don’t like the subscription model that they adopted in 2013, instead of offering outright purchases.
    It all started happily, I was getting an academic subscription through a third party (Kivuto Solutions) for $13 a year. Extremely good value.
    But last year, I got notification direct from Adobe that the subscription was expiring, with an invitation to renew. So I lodged my credit card details with them.
    Three months later, I was shocked that Adobe had been billing me for $44 a month – that’ll teach me to check my credit card statements more often.
    I expected to be billed annually for $13, but they took this money without notifying me of the amount, and without informing me about each billing, so I was already $132 out of pocket.
    Adobe wouldn’t refund me:
    Vijay Singh: Hello, Welcome to Adobe Membership Services.
    Kevin: I did not sign up for a $44 a month subscription.
    Kevin: It cost me $12.95 per year in 2016 and 2017.
    Kevin: There is no way that I would go from $12.95 a year to $500 a year.
    Vijay Singh: Kevin, This charge was for all apps not for photography plan.
    Vijay Singh: Kevin, Could you please tell me did you changed the plan?
    Kevin: So please reverse all charges. I have already cancelled the $500 plan - which I never signed up for.
    Kevin: I gave you credit card details in April 2018, which is when you started billing me for huge amounts.
    Vijay Singh: Kevin, The best I can do is for my end, I can help you with 2 months of refund as this plan was used on the first month that is the least I can do for you.
    Vijay Singh: Shall I proceed further with refund.
    Kevin: That isn't acceptable to me. That would cost me $44 for a month's use, instead of $12.95 for a full year.
    Vijay Singh: Kevin, I apologize but this plan was changed by you.
    Vijay Singh: So that is the least I can do for you.
    Kevin: No I didn't change it. You sent me an email asking me for credit card details to extend my subscription. I didn't ask to change it.
    Vijay Singh: Kevin, The plan cannot be changed automatically.
    Vijay Singh: That is the least I can do from my end.
    Kevin: Your email said "Your Creative Cloud membership will expire on 06.04.2018. We hope you've been making the most of everything that Creative Cloud has to offer. To extend your membership, please update the billing information for your account, or add a prepaid card." It didn't say that you would increase the cost of the subscription from $12.95 to $500 a year.
    Kevin: And you billed me three times for $44 without even telling me that you were billing me.
    Vijay Singh: Could you please tell me which plan you were using before?
    Vijay Singh: It is auto billing like you use to before nothing has changed.

    They wouldn’t close the subscription, they wouldn’t fully refund me…
    I finished up raising the issue with the credit card company. I had to close the card (Adobe continued trying to make unauthorised debits). And the credit card company refunded me for all the $44 debits.
    I’ve used subscription model software from other companies, and they were a pleasure to deal with. I was notified in advance about each forthcoming billing, and I knew exactly what my financial outlay was going to be. But I was stunned that Adobe act like scammers. Even cancelling a subscription is virtually impossible, you can’t cancel online, you are directed to 'contact customer service'. And though you are billed monthly, you don’t realise that subscriptions are for a full year and cancelling early results in a penalty of 50% of the remaining balance.
    I’m done with Adobe.

      • I went with Nitro Pro 11. Paid software, but far cheaper than the Adobe money pit.
        I found that Nitro Pro had an easy learning curve, and will do everything that Adobe Acrobat can do apart from inserting media files (e.g. movies) into PDF documents. And you don't need to do that very often.
        You can sometimes find cheap versions of Nitro Pro 12 on ebay from international sellers. Really cheap.
