Have I got this right for my maximum discount
Purchase new IPad Air 2 64gb on eBay via cashrewayprds and use current 20% code Peace then also claim gst refund as I'm flying out of Australia within 60 days.

Cashrewards are currently not giving any cashback for eBay Au.
Flybuys and Velocity are still giving points.
Why not iPad Air 3, the 2019 version?
You will also need a tax invoice showing you paid GST in order to claim TRS. -> If it's an iPad Air 2 sold by a seller who does not issue a tax invoice, no TRS refund for you.
eBay discounted voucher (classifieds or from last year 10-15% off) + QFF/Velocity points (through their shopping portals) + flybuys points + discount code + TRS is probably your best bet.
