    windows, Movie maker is free, it is pretty good only down side is the limited settings for exporting, which for an average person is not a bad thing.
    If on Mac / iPad / iPhone , iMovie is free, it is pretty good only down side is the limited settings for exporting, which for an average person is not a bad thing.

    I use lightworks, it's free, and you can have multiple tracks etc.

    Adobe Premiere Elements. Cheap if compared to Premier Pro, also not an annual subscription like pro. Definitely falls into the easy to use category and there is a 30 day free trial. Premier Elements 2019

    If you want to do fancy effects it's probably not going to be as cookie cutter and easy as some others, but chopping up, splicing and editing large videos it's really good.

    I've used it for things like cutting up gaming footage or home videos
