funny how the description says its for dogs between 3 to 10 Kg and has a Border Collie as the main picture. BCs are generally between 15 to 20Kgs and some weigh upto 25Kg
1 tablet treats up to 10kgs so 5 effectively would treat two dogs at 25kgs. I often buy a pack like this and it does my two dogs or alternatively would do two treatments for a single dog

Considering it is so cheap, can I just use two tubes for my dog who is ~20kgs?
Yep, you give a chew for every 10kg, so giving 2 to a 20kg dog would be fine :)
