Vodafone Unable to Verify Details

tried to activate Vodafone sims for my cousins and i get that message to verify details with License and medicare, talked to Vodafone and they can't do it aswell…anyone know what the problem? where to call or fix it?

    Sounds like Vodafone can't verify the details as it appears on the ID.

    How would we? We can't see Voda's records or your ID.

    "where to call or fix it?"
    Take your ID and your phone account to a Voda retail store.
