Commonsense would say only Vic, but no harm in trying interstate.
Tried @ Ringwood and didn't work. The manager said their policy doesn't allow any discount without a physical voucher.
I think you were supposed to get a discount card before the store closed for renovations i.e. last week at the latest, which wasn't clear in the OP's description.
Yea I thought about it but then there's absolutely no reason advertising about discount facing outside the store after the store closure date, other than trolling the people who missed it. - then my second thought is it's about asking 20% discount card for this in the other store as the op said

Yeah absolutely the sign clearly communicates that you can ask (I presume inside) for a discount card. Pretty shit if the signs there but there's no one giving out cards.
Wonder if this works for the interstate ones like the ones at North Ryde and Green Hills in NSW
