Make sure you buy a ticket that allows you to upgrade using points. super cheap fares on sale rarely allow you this option
Buy cash ticket that is upgradeable, then request an upgrade. Your chances of success diminish the lower your frequent flyer status.
Do i need to wait for an offer to upgrade before I can upgrade?
No. You request the upgrade after the booking in manage my booking. However note that for international flights especially, the fares that allow upgrade requests are often much, much higher than the cheapest fare of the day.
And as mentioned above, if you don't have at least Gold or Platinum status with Qantas, your chances of successful upgrade request to business class internationally is very low. So you could have paid extra for the flexible fare and still not get your upgrade.Absolute best value use of points is the Oneworld classic award mentioned below (often referred to as a round the world, even though it technically isn't), if you have the points and patience to put it together. But otherwise classic award bookings for international business class is the best way to go.
Don't use your points for shopping or "points plus pay" tickets.
Best value for low status is the OneWorld 318k/132k Classic Awards (BC/Economy). I'm on my third, structured into two trips (& doesn't have to be RTW).

The best value is selling them for 1.2cpp for cash. Nothing beats it.
You buy normal ticket then upgrade using points.
