It is an oven rack handle.
You likely insert it from the top, through the rack and under. Practice when the oven is off so you know how it works and don’t burn yourself!

It's to pull the solid tray or the rack out.
You'll need strong wrists if there's a full roast or a heavy casserole on board. I stick with oven mitts.
